Rosie and Tom tackle a Wall Street Journal article says there's a 52% chance the area will go to Tier 1 water restrictions.  And it could undermine the economy.  

Tom details the watershed in the Prescott area and explains the 'clay plug'.

Point is the water supply is not an issue thanks to various sources, conservation and storage plans dating back to the 1900s.  Plenty to use and not enough to waste.
