Progressives invented the income tax to help people out and level the playing field. 

Arizona is a progressive state because the first state constitution was designed to bring a greater democracy to the people.  Including the initiative, referendum and recall.

Progressive ideas exist today including building codes, employee safety, food and drug, and conservation.

Without the 16th Amendment (income tax), the Roosevelt Dam would have not been built to provide water to the area.
